It says mph, not miles per hour. That could also be megameters (1000 kilometers) per hectosecond (100 seconds). 4 megameters per hectosecond is 144000000 kilometers per hour, or about 89477451.6822 miles per hour. BIG BRAIN TIME.

It never says that you can't walk or run anymore. Just fly for fun or to get to unreachable places. It is basically adding a new ability. May not be a strong ability, but still free.
