It says mph, not miles per hour. That could also be megameters (1000 kilometers) per hectosecond (100 seconds). 4 megameters per hectosecond is 144000000 kilometers per hour, or about 89477451.6822 miles per hour. BIG BRAIN TIME.

OMG!!!! I just realized that IS 13.3% THE SPEED OF LIGHT. So there is also some time travel there.
Step 1: Obtain wingsuit. Step 2: Put on wingsuit. Step 3: Fly really high. Step 4: Use wingsuit to fly forward, faster than 4 mph.
