It didn't make any reference to population, the half of the world made dystopian could be central Asia, the Sahara or Antarctica with a low population whilst the denser areas like China and Europe would be Utopian.

Do I get to choose? If I do, I'll just make the "dystopian hellhole" just places where there is no land. Most water will then be unsafe to drink, but then we will have the technology to change it. LOOPHOLES!
