so if I find someone at an accident. I can use any unnecessary blood (dead people, or excess blood that's bleeding out from a survivor) to save lives. in general if you don't use it for bad things, there is no downside to this power..

I hate how vague this is. What is small and what is large? Also how much distance can you travel with, say, half a cup? I'd say yes, purely because I could nope out of a bad situation with only lightheadedness to show.
