Everyone has to give me £1 per year. Except the government, but there are still ~64 million people in Britain (where the law will affect) who are not in the government who will still have to give me money so I will earn £64million/year without doing anything.

It means the government doesn't have to obey it, nor do people involved in making/passing the law. (People involved in the law would include if not be limited to you.)
