Just bring enough of every species for them to reproduce. Get rid humans that aren't worth it as the 25% of life on Earth. Hopefully there are enough humans. If not, just get rid of ticks and mosquitoes. All of them. What is helpful about ticks and mosquitoes?

25% per species, or 25% of species? Because you could totally create a stable population with less then 25% of some species in order to increase the number of members for another species... Also, there aren't that many creatures I care for specifically.

Create the new planet with the same exact mass and location as Earth so it copies over Earth which means no one is moved. Loop hole achieved.
