Marijuana is psychologically addictive. It is still a schedule 1 illegal "drug" in the USA, has a mood altering plchemical occurring naturally in it, and it is sold primarily to get high. This fits the entire definition of narcotic.

There"s no downside. It doesn't say that you have to become addicted to narcotics, just that if you do, you can talk to animals now.
