So there is still no downside at all you have limited flying unless you already can fly (we are assuming this doea not include planes) then there is no downside

Again, downside? Being able to fly with some restrictions I'd better than not being able to fly at all

Some people really miss the point of the "but". This isn't a downside, the power isn't as useful, but there"s no detriment to having it. I can think of a hundred scenarios where being able to fly just a few feet off the ground at a little under twice the average adult walking speed would be useful.
